The Hubert H. Humphrey Fellowship program provides for ten months of academic study without degrees in the U.S., with related career experience. Unlike traditional Fulbright programs and most other overseas fellowship programs, Humphreys fellowship is a non-degree, mid-career program for professionals who are interested in strengthening their leadership skills as well as learning more about their career fields.

The Hubert H. Humphrey Fellowship program is intended for established professionals who are interested in strengthening their leadership skills through mutual exchanges of knowledge and understanding on issues of shared concern within the U.S. and in the Fellowships country of origin.
The program (Hubert Humphrey International Student Fellowships) provides one year of professional enrichment in the United States for experienced professionals from designated countries that are experiencing economic development or political transition.
The Hubert H. Humphrey Fellowship Program brings experienced professionals from designated countries worldwide to the United States government at mid-career stage for one year of graduate-level academic coursework and professional development activities.
The Hubert Humphrey Fellowships for International Students Program is designed to bring talented, career-track professionals from designated countries for one year of non-degree graduate-level research, leadership development, and professional collaboration with American colleagues.
For almost 40 years, Humphreys School of Public Affairs international fellows and scholars program has had the privilege to welcome over 500 professionals and scholars from more than 100 countries.
The international scholars who come to Humphrey for professional and scholarly development have added enrichment and dimension to our community, and they have provided a human-to-human approach to understanding international affairs and the importance of a global community.
The Global Leaders Forum provides opportunities for the fellows to meet with their Humphrey colleagues from across all host campuses and begin the friendships and professional relationships that will last for the duration of their fellowship and beyond. The highlight of the Fellowship year is the six-week Work Experience, or Career Connection, organized by Humphrey Scholars, which places them in American organizations and provides another opportunity for them to meet and work with American peers.
Shortly after arriving in the U.S., Humphrey Fellows will develop personal plans of their own professional development, detailing their goals and objectives for the year, including coursework, seminars, special projects, and professional and community activities.
Humphrey Fellows are selected on the basis of their potential to lead in the public, private, and nonprofit sectors, and are selected from designated countries that are committed to serving their countries through government, private, or community-based public service.
Host institutions are selected on the basis of their excellence in their designated fields of study in the program, as well as on the resources and support that they provide Humphrey Fellows. Fellows are placed at specific universities according to their fellows academic records and professional records.
The recipients of scholarships are not allowed to select the universities that they wish to attend, instead, once offered a fellowship, they are placed into various groups, approximately seven to fifteen, and are assigned to a particular institution according to their field of specialty and profession. Participants are allowed to take academic courses at the host university in order to refresh their scholarly and professional knowledge of their fields, but do not earn a graduate degree from participating in Hubert H. Humphreys fellowship program.
This year-long fellowship is offered to junior to mid-career professionals with proven leadership experience, public service commitment, and an ability to fully benefit from an independently determined, non-degree, independent program of study at a leading U.S. university. As a non-degree program, this opportunity provides a valuable platform for career development through selected undergraduate coursework, networking, hands-on work experience, and participation in conferences.
The Humphery Fellowship program is an avenue for applicants to enhance their leadership skills and to acquire additional knowledge on diverse issues within the U.S. The Hubert Humphery Fellowship has awarded over 6,000 fellowships since its founding, with 400+ U.S. universities hosting Hubert Humphery Fellowships.

- Approximately 200 Fellowships are awarded annually.

- Citizens of eligible countries in Sub-Saharan Africa, Europe and Eurasia, Middle East and North Africa, East Asia and Pacific, South and Central Asia, and Western Hemisphere.
Scholarship value/inclusions:
The Fellowship provides for:
• Payment of tuition and fees at the assigned host university;
• Pre-academic English language training, if required;
• A maintenance (living) allowance, including a one-time settling-in allowance;
• Accident and sickness coverage;
• A book allowance;
• A one-time computer subsidy;
• Air travel (international travel to and from the U.S. for the program and domestic travel to required program events);
• A Professional Development allowance for professional activities, such as field trips, professional visits and conferences.
Eligibility:
The applicant must have:
• An undergraduate (first university) degree,
• A minimum of five years of full-time, professional experience
• Limited or no prior experience in the United States,
• Demonstrated leadership qualities,
• A record of public service in the community, and
• English language ability

Application deadlines vary by country but falls around May to September each year. The nominating U.S. Embassy or Binational Fulbright Commission will advise you of its internal deadline for receiving applications. Embassies and Commissions must submit their nominations to the Institute of International Education office in Washington, DC by 1 October.
